It is the policy of the University of Baltimore to engage in a shared governance process. Shared governance gives opportunities to faculty, staff, students and administrators to participate, appropriate to their special knowledge and expertise, in decisions affecting the institution. The University of Baltimore University Council (UBUC) is the central policy-recommending body of the University. It is the highest level in shared governance at the University of Baltimore and reports to the president of the university. It approves new academic programs and major revisions of existing academic programs, and new and revised academic policies. It also makes recommendations to the president on strategic planning and budget priorities, and on a wide range of issues affecting campus climate, public safety, administrative practices, etc. More on University Council
The organization of the university faculty is at two levels: (1) university-wide and (2) within the colleges. Generally this dichotomy has a functional basis. The college organizations are concerned with academic matters and are responsible for the initiation and maintenance of the academic programs. The Administrative Council represents employees in the exempt category. All staff in this category is eligible to participate, and the body elects its own chair. The council is advisory to the campus administration, meets periodically with campus leaders, and receives the minutes of campus-level governance bodies.
